Other types of foreign aid are the “multi-bi” or “non-core” aid that donor countries provide to international organizations for a specific reason or region. Despite different categories and sectors, different types of external assistance can influence each other, and no type is the most important. Foreign aid is one of the main sources of foreign exchange. There are five different types of foreign aid programs. Although France represents a small part of its entire ODA, it has set up a specific programme that grants preferential treatment to countries that have signed agreements with France on the concerted management of migration flows in order to facilitate the management of migration flows and to encourage immigrants to voluntarily return to their countries of origin.  Tied aid is one of the types of external assistance to be provided in the country that provides assistance (the donor country) or in a select group of countries. A developed country will grant a bilateral loan or subsidy to a developing country, but the mandate is for the government to spend money on goods or services produced in the selected country. It is important to remember that countries` export rules also apply to development aid, just as these rules apply to other types of goods and services. Development aid is therefore subject to dual-use restrictions in some countries.

U.S. foreign aid is defined as “U.S. assistance to other countries to support global peace, security and development efforts and provide humanitarian assistance in times of crisis.” In 2019, the United States provided a total of $29 billion in foreign aid in all sectors to more than 200 countries or geographic regions, or 1% of its total budget. In each category, there are many specific sectors such as agriculture and food security, the environment and climate change, gender equality, education, global health and many others. These areas may overlap, and improvements in one area often lead to improvements in other areas, as many of these issues are related. Five types of external assistance are listed below. The effectiveness of development aid is the extent to which development aid works and there are considerable differences of opinion. Dissident economists such as Peter Bauer and Milton Friedman argued in the 1960s that aid was ineffective: International humanitarian organizations identify force-by-force theft as an unintended main consequence, in which food aid and other types of humanitarian aid promote conflict. Food aid is generally to pass through large geographical areas and, during transport, it becomes the target of the armed forces, especially in countries where the government in power has limited control outside the capital. Somalia`s accounts in the early 1990s indicate that between 20 and 80% of food aid was stolen, looted or seized.
 In the former Yugoslavia, the United Nations Relief and Works Agency for Refugees (UNHCR) lost up to 30% of the total value of aid to Serb forces. In addition to these 30 per cent, bribes were paid wisely to the Croatian armed forces to pass their roadblocks to reach Bosnia.  In India, funding for foreign aid programs is proposed in a funding project submitted by the Ministry of Finance (MoF), which is based on proposals from several ministries.
